Richmond, the Ray County seat, is organized around two state highways that behave very differently. Route 13 comes up from US-24 at Lexington, crosses the Missouri River, and stays a four-lane limited-access road until it reaches Route 10 at Richmond; past the city it narrows to two lanes through crop land. Route 10 runs along the edge of town on interchanges. Arriving from the west it takes in the end of Route 210, then meets Route T, once the line of Route 210, and then Route 13, before heading east through farm country to Hardin and Norborne. Business 10 follows the old Route 10 through the middle of Richmond, and Route 13 has its own business route in town. North-east of the city, the west fork of Crooked River runs through lower ground.
